New Mexico has a stormy gaming history. When the IGRA was passed by the House in 1989, it looked like New Mexico might be one of the states to cash in on the American Indian casino bandwagon. Politics assured that would not be the case.

The New Mexico governor Bruce King announced a panel in 1990 to create a contract with New Mexico Native bands. When the task force arrived at an accord with two big local tribes a year later, the Governor declined to sign the bargain. He held up a deal until Nineteen Ninety Four.

When a new governor took office in Nineteen Ninety Five, it appeared that Amerindian betting in New Mexico was now a certainty. But when Governor Gary Johnson signed the compact with the Native tribes, anti-gaming forces were able to tie the deal up in the courts. A New Mexico court found that the Governor had out stepped his bounds in signing the compact, thus denying the state of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It took the CNA, signed by the New Mexico house, to get the ball rolling on a full compact between the Government of New Mexico and its Native tribes. Ten years had been lost for gambling in New Mexico, which includes Amerindian casino Bingo.

The not for profit Bingo business has increased from 1999. In that year, New Mexico non-profit game owners brought in just $3,048 in revenues. This number grew to $725,150 in 2000, and surpassed a million dollars in 2001. Not for profit Bingo earnings have increased steadily since that time. Two Thousand and Five witnessed the largest year, with $1,233,289 grossed by the owners.

Bingo is apparently popular in New Mexico. All types of providers look for a slice of the action. With hope, the politicos are done batting over gambling as a hot button issue like they did back in the 1990's. That's without doubt wishful thinking.
